Policy Brief: AI and the Future of Legal Labour Migration Pathways

This publication is about the role of artificial intelligence (AI) in shaping the future of legal labour migration pathways in Europe. It explores how AI can improve visa processing, skills matching, fraud detection and labour market forecasting to address skills shortages and respond to changing economic needs. The Policy Brief also examines the risks associated with AI, highlighting the importance of human oversight, transparency, accountability and data protection to ensure that AI supports fair, efficient and rights-based labour migration management.

Europe’s ageing population, skills shortages and economic restructuring are increasing demand for legal labour migration, while migration administrations face pressure to process applications efficiently and fairly. Artificial intelligence (AI) can help streamline visa processing, improve skills matching, detect fraud and strengthen labour market forecasting, making migration pathways faster and more responsive to economic needs. AI should, however, support rather than replace human decision-making in labour migration management. Its use must address risks around bias, transparency, accountability, data protection and fundamental rights. Effective adoption therefore requires robust human oversight and governance, ensuring that innovation strengthens economic opportunity, social inclusion and public trust.
