Europe’s ageing population, skills shortages and economic restructuring are increasing demand for legal labour migration, while migration administrations face pressure to process applications efficiently and fairly. Artificial intelligence (AI) can help streamline visa processing, improve skills matching, detect fraud and strengthen labour market forecasting, making migration pathways faster and more responsive to economic needs.

AI should, however, support rather than replace human decision-making in labour migration management. Its use must address risks around bias, transparency, accountability, data protection and fundamental rights. Effective adoption therefore requires robust human oversight and governance, ensuring that innovation strengthens economic opportunity, social inclusion and public trust.
