Results of the mid-term assessment of the Prague Process

The Prague Process has undergone an external mid-term assessment of the implementation of the current Action Plan 2023-2027 as part of the broader evaluation of the Migration Partnership Facility (MPF). Conducted between December 2024 and November 2025, the review examined the Dialogue's relevance, effectiveness and contribution to migration governance across its participating states. This assessment provides evidence-based insights into the progress achieved and informs the continued implementation of the Dialogue, which is of particular relevance in view of the ongoing preparations for the Ministerial Conference 2027.

The evaluation concludes that the Prague Process constitutes a highly relevant and valued platform for migration dialogue, bringing together 47 participating states to strengthen cooperation, exchange knowledge and address shared migration challenges. It highlights the Dialogue's consultative and demand-driven approach, its ability to adapt to changing geopolitical developments, and the added value of its Migration Observatory, Training Academy and the four ongoing Thematic Components. The assessment also finds that the Prague Process has contributed to policy development, capacity building and greater convergence with European migration standards, while fostering trusted networks that facilitate cooperation in complex political contexts.

The review further recognises the Prague Process' flexibility and long-term potential. It concludes that the Dialogue has demonstrated strong progress towards its objectives, responding effectively to emerging priorities while creating synergies with other regional and international initiatives in the migration field. The evaluation also underlines the importance of continued state ownership, sustained political commitment and strengthened monitoring to maximise the Dialogue's impact during the remainder of the current Action Plan and beyond.
