On 19-21 November 2025, the General Inspectorate for Immigration (GII) of Romania hosted a Study Visit, which brought together representatives from 11 Prague Process states for an in-depth exchange on labour migration management, legal migration, and digitalisation. The programme combined GII’s expert presentations with site visits to the Constanța County Immigration Service and the Bucharest Immigration Directorate, offering participants a comprehensive overview of Romania’s institutional framework and operational practices on legal and labour migration. Romania is also leading the ongoing Thematic Component 3 on legal and labour migration.
A key focus of the visit was Romania’s advanced digital infrastructure for migration management. GII presented its integrated IT systems which enable end-to-end digital processing of applications, biometric identification, real-time data exchange with national institutions, and automated issuance of notifications. Participants also examined Romania’s labour migration quota system, its coordination with labour authorities, and employer verification procedures. Site visits illustrated how digitalisation, biometric registration, and Schengen interoperability support efficient admission, residence regulation, and return processes. The discussions further addressed challenges arising from labour shortages, the integration of Ukrainian nationals, and prevention of irregular stay.
The study visit was highly appreciated by participants, who underlined the practical value of Romania’s experience, particularly in IT interoperability, digital admission procedures, and quota-based labour migration management. Looking ahead, participants also identified priority areas for future PP activities under TC 3, reaffirming the importance of peer learning and cooperation in adapting migration governance to evolving policy and labour market needs across the region.
