The Discussion paper was prepared prior to the Prague Process Senior Officials' Meeting held in Berlin in 2014. That year the Process celebrated its fifth anniversary, used as an occasion to assess the current state of play and plan for the future of the Process. The Discussion paper answers the following questions: Where did we start? Where are we now? Where are we heading?

This Discussion paper was prepared by the Prague Process Secretariat in cooperation with the leading state of the Prague Process Targeted Initiative project.
