Description

The main countries of destination are Russia, Kazakhstan, Turkey, Ukraine and Germany. The statistical information about foreigners and stateless persons resided on the territory of the Republic of Azerbaijan during the last 3 years are as follows (State Migration Service data):

During the year of 2013, 399.927 foreigners and stateless persons were registered upon place of stay, permission for temporary residence to 40.800 persons, permission for permanent residence to 2338  persons were issued, the temporary staying period of 729 persons were extended, as well.
During the year of 2014, 823.620 foreigners and stateless persons were registered upon place of stay, permission for temporary residence to 51366 persons, permission for permanent residence to 1859 persons were issued, the temporary staying period of 755 persons were extended, as well.
During the year of 2015, 670.326 foreigners and stateless persons were registered upon place of stay, permission for temporary residence to 53200 persons, permission for permanent residence to 2640 persons were issued, the temporary staying period of 885 persons were extended, as well.

The key policy instruments pertaining to migration are: 

  •  Constitution of the Republic of Azerbaijan adopted in November 12, 1995;
  •  Migration Code of the Republic of Azerbaijan, approved in July 2, 2013;
  •  Law on “Passports” of the Republic of Azerbaijan №813 dated from June 14, 1994;
  •  Law on “Registration of residence and stay” of the Republic of Azerbaijan №55-IQ dated from April 4, 1996;
  •  Law on “Citizenship of the Republic of Azerbaijan” №527-IQ dated from September 30, 1998;
  •  Law on “Status of Refugees and IDPs (persons displaced within the country)” of the Republic of Azerbaijan №668-IQ dated from May 21, 1999.

The State Migration Service of the Republic of Azerbaijan is the central executive authority with law enforcement status implementing state policy in the field of migration and competences envisaged in the legislation of the Republic of Azerbaijan on management and regulation of migration processes. The registration upon place of stay of foreigners and stateless persons, granting and extending periods of temporary stay, temporary and permanent residence, as well as work permits, determination of refugee status, citizenship issues, readmission and fight against illegal migration are included to the activity sphere of the State Migration Service which implements competences of unified state authority on management of migration processes.
